From 1991-1997 Lynn served as the Commissioner of Planning for Westchester County. Major accomplishments included the purchase of land for three new county parks, adoption of the County’s first long range land use plan, Patterns, and preparation and implementation of the County-municipal Long Island Sound nonpoint source water pollution plan. Lynn also served as the Director of the Manhasset Bay and Hempstead Harbor Protection Committees, intermunicipal watershed planning organizations. During her tenure the Committees completed comprehensive water quality improvement plans and committed in excess of $1 million for project implementation. Her work at Groundwork involves assistance in the implementation of River Program projects.
Lynn is a member of the American Institute of Certified Planners (AICP), a Trustee of the White Plains Public Library, and Vice-President of the Westchester County Historical Society.
